Re: Discrimination on the basis of sexual orientation in blood donation
centres
The Parliamentarians signing below appreciate the response of the Commission to questions E-2278/06 and E-4492/06 on the question of discrimination taking place in blood donation centres. It is nevertheless our feeling that the response given is unsatisfactory
and does not answer our original questions. As mentioned in your response in E-4492/06 there are indeed permanent
defferals alloted by the Directive, but clearly the rule demands a case by
case basis and unfortunately as elucidated in our examples, such a case by
case approach is not being adopted. Instead a blanket, pre-determined ban
has been put in place which we insist is entirely discriminatory to
individuals who are not heterosexual. The same studies which are mentioned by the Commission as elucidating
higher HIV positive rates amongst men having sexual relations with men
will also show that there is now proportionally more women infected than
men. Based on these findings, and based on your reasoning, is the
Commission then suggesting that EU Member States should also have the
right to ban women from donating blood?Such a position, we believe goes beyond the reasonable precautions called
for by the Blood Directive. Would the Commission consider exploring with
the Council best practices that would ensure the entire population has an
equal opportunity to donate their blood and that precautions do indeed
evaluate the donor on a case by case basis?
