Debka: “Abbas ultimatum to Trump: choose between a Palestinian Jerusalem or war”

Palestinian Mahmoud Abbas kicked back hard after grasping he was confronted with an orderly, Arab-backed US peace plan that left his strategy in ruins.

Abbas now sees he is cornered by his nemesis: Trump’s move to recognize Jerusalem as Israel’s capital, was not just a one-off whim, but a component of the “deal of the century,” which the US president and his advisers had crafted for months together with Egyptian President Abdel-Fatteh El-Sisi, Saudi Crown Prince Muhammed bin Salman and the UAE ruler Sheikh Muhammed Bin Ziyad.

The Palestinian leader’s first predicament was how to explain to the Palestinian and Arab public what happened to his master strategy of the past 25 years, for using world opinion to force a pro-Palestinian peace solution down Israel’s throat. Not too long ago, Abbas boasted he was about to pull it off. Now it is crashing before his eyes. It is not enough for him to yell that the “deal of the century” is the “slap of the century.”

Here and there, he may find international pro-Palestinian stalwarts, but the doors are slamming shut as funds for UN bodies and NGOs dry up. Even the Europeans, who dislike Trump and sympathize with the Palestinians, are beginning to think twice about sticking to a blunt line against the US and Israel. They are reluctant to buck the two allies’ partners, the oil-rich Saudi and Emirate rulers, a luxury they can ill afford in these times of profound economic decline.

Much of the criticism of the US-Arab peace plan is prompted by a misapprehension. The plan is based strongly on a two-state solution that offers the Palestinians their own state and negates binational Israeli-Palestinian statehood. But the contours are different from any former peace proposal. Gone for good are the pre-1967 war lines which were Abbas’ sine qua non. According to the fragments leaked about the new proposal, which is still on the work bench, this Palestinian state would rise on territory currently governed by the Palestinian Authority in Judea and Samaria. Its backbone would be formed by the chain of Palestinian towns running from Nablus in the north through Ramallah and Bethlehem and up to Hebron in the south. They would link up with the Gaza Strip and acquire parts of northern Sinai, presumably Egyptian Rafah and El Arish.

According to this plan, the governmental and population of the new Palestinian state would be oriented mainly in the south, so that Jerusalem would not be relevant as its capital. It would still have Ramallah and possibly Abu Dis, outside Jerusalem, where government and parliamentary compounds were installed long ago, after one of several stillborn peace initiatives.

This plan for Palestinian statehood bears little resemblance to the goal of the 50-year old Palestinian struggle. The Palestinian national movement has consistently aspired to a state that would swallow Israel and extinguish the Zionist vision. However, the contemporary Palestinian state as envisaged in the new plan would be dependent for its strength and survival on Egypt, Saudi Arabia and the UAE, all of which maintain good security and economic ties with Israel.

For Mahmoud Abbas this prospect is anathema. He is so beside himself that on Sunday, he cursed the house of US President Donald Trump before the PLO central committee. But, then on Monday, Jan. 16, Trump whipped out his ultimate weapon and slashed aid to the UN Works and Relief Agency for Palestinian refugees, from $165m to $60m.

For many years, UNWRA has been a powerful political sponsor of any Palestinian group willing to join the “struggle” against Israel. Its personnel were flush with the funds paid in as dues by UN members, unlike the often cash-strapped Palestinian Authority in Ramallah. Trump therefore decided that the key to getting the US-Arab peace plan on its feet would be to cut off the flow of cash to its opponents. It is a little-known fact that he was joined in this endeavor by the Saudis, the Emiratis and even Qatar, all of whom started some weeks ago to staunch aid funds to the Palestinian Authority. The Palestinian Authority and its chairman Mahmoud Abbas therefore find they are being squeezed into an US-Arab blockade, which leaves Abbas with three options:

To realize his back is to the wall and he has no option other than to accept the “deal of the century.” Face being ousted by the rest of the Palestinian leadership and replaced with a successor who is amenable to reaching an understanding with the Trump administration, Cairo, Riyadh and Abu Dhabi.

Regress to Yasser Arafat’s doctrine of armed struggle – not just against Israel this time but against US targets as well. Abbas indicated that was on the warpath when he challenged President Trump in a ferocious speech he delivered in Cairo Wednesday, Jan 17. He shouted, “Jerusalem would be a gate for peace only when it was the capital of Palestine. But it is also a gate for war, insecurity and instability, if not. Trump must choose.”

His barefaced ultimatum to the US president was accompanied by a rumor his cronies began to circulate, charging that the Trump administration was plotting to forcibly depose Abbas as PA chairman. The Palestinian leader finds himself tied down by two handicaps: shortage of funds for buying supporters and his advanced age. At 82, he may choose a fourth option, to retire voluntarily and make way for a younger leader.

El periodista àrab-israelià Khaled Abu Toameh publica ahir al The Times of Israel aqueix punyent article sobre el final de mandat de Mhamud Abbas: “Coupant tous les ponts, Abbas s’installe dans l’isolement continu”.

Le président de l’Autorité palestinienne Mahmoud Abbas tire encore une fois dans toutes les directions. Au début de l’année, il a parlé d’Israël tel un « projet colonial » sans lien avec le judaïsme. Il a maintenant déterminé que les Palestiniens ont aussi d’autres ennemis à gérer : Tout le monde, ou presque.

Dans un discours prononcé devant les chefs palestiniens à Ramallah lundi soir, Abbas s’est positionné – ainsi que son peuple – dans une course à l’affrontement contre les Etats-Unis comme contre le Hamas. De plus, l’allocution contenait une critique implicite de l’Egypte pour son rôle dans les négociations de l’accord de « réconciliation » défaillant entre sa faction du Fatah et le Hamas au mois d’octobre 2017.

La décision d’Abbas de couper les ponts avec les trois parties reflète son sentiment d’isolement et de frustration qui ne cesse d’augmenter. Le leader palestinien, selon certains de ses aides, est dans un état de « désespoir profond » ces dernières semaines. Certains disent que cela pourrait être lié à des informations sur son état de santé qui ne cesserait de se détériorer. Pour d’autres, la frustration et la fureur d’Abbas sont les résultats directs des politiques « hostiles » de l’administration américaine envers les Palestiniens.

Abbas serait également profondément scandalisé et inquiet sur des rapports établissant que les Etats-Unis auraient cherché des responsables palestiniens « alternatifs » qui accepteraient le plan de paix du président Donald Trump, qui doit encore être annoncé. Même pire, Abbas a le sentiment que certains pays arabes, notamment l’Egypte et l’Arabie saoudite, se sont entendus avec l’administration américaine pour « imposer » le plan de paix aux Palestiniens. Abbas a l’impression que ses frères arabes l’ont abandonné, a confié une source issue du Fatah au Times of Israel.

Abbas avait bien conscience que s’en prendre en public à l’ambassadeur américain en Israël David Friedman qu’il a qualifié de « fils de chien » entraînerait une réponse forte de la part de l’administration Trump. Il sait également que les Palestiniens pourraient payer un prix élevé pour une telle insulte sans précédent proférée contre un représentant américain.

Mais Abbas a le sentiment que les relations des Palestiniens avec les Etats-Unis sont tombées tellement bas qu’il est impossible de réparer les dégâts. Il pense que les Palestiniens n’ont plus rien à perdre en s’engageant dans une confrontation directe avec une administration américaine qui, selon lui, a en pratique endossé tous les positionnements du gouvernement israélien. Sa colère contre les Etats-Unis n’est pas toutefois seulement dirigée contre l’administration Trump.

Abbas pense que la « conspiration » américaine contre les Palestiniens a commencé bien avant que Trump n’entre à la Maison Blanche. Selon le président de l’AP, les Américains ont facilité le « coup d’Etat » du Hamas contre l’Autorité palestinienne dans la bande de Gaza, en 2007, et ils ont même orchestré le printemps arabe en 2010 dans tout le Moyen-Orient. En d’autres mots, Abbas considère que les Etats-Unis sont de mèche avec les islamistes qui opèrent contre les Palestiniens et autres arabes modérés et laïcs.

Il semble également déterminé à déjouer le plan de paix de Trump, quand il sera rendu public – et s’il l’est. Ce plan, selon Abbas, a un objectif principal : « Détruire le projet national palestinien ». Mais les Palestiniens, a juré Abbas, ne permettront pas au plan de Trump de passer. Ripostant encore une fois, Abbas a reproché lundi aux Américains et aux Egyptiens d’avoir « inventé » l’accord de « réconciliation » entre le Fatah et le Hamas. Il a souligné que les Egyptiens ont échoué dans leur mission visant à mettre un terme au conflit entre les deux parties rivales lors de la dernière décennie. « Nous remercions l’Egypte pour ses efforts », a-t-il dit. « Mais pour moi, ce qui compte est l’issue. Et quelle est l’issue ? Zéro».

En dénonçant avec force le Hamas et en menaçant de nouvelles sanctions contre la bande de Gaza, Abbas a signé le certificat de décès de l’accord négocié par les Egyptiens. C’est un coup sévère non seulement pour le Hamas mais également pour les Egyptiens, qui jusqu’à récemment tentaient encore de prévenir un effondrement total de la convention pour laquelle ils ont travaillé si dur.

Finalement, les Etats-Unis, a affirmé Abbas, veulent séparer la bande de Gaza de la Cisjordanie « de manière à ce qu’il n’y ait pas d’Etat palestinien uni. C’est ce que nous devons savoir et c’est ce que nous devons admettre. C’est la vérité ». Reste dorénavant à voir quelles mesures Abbas a l’intention de prendre contre le Hamas, qu’il tient pour responsable de la tentative apparente d’assassinat, la semaine dernière, contre le Premier ministre de l’AP Rami Hamdallah et le chef des Renseignements généraux Majed Faraj.

Abbas n’a pas spécifié la nature des sanctions qu’il prévoit d’imposer à la bande de Gaza, dirigée par le Hamas. Il a néanmoins menacé : « Il va y avoir des coups de pompes sur les têtes de la majorité des responsables du Hamas, jeunes et vieux ». Après avoir coupé les ponts avec Israël, Abbas a maintenant ajouté les Etats-Unis et le Hamas à la liste des ennemis des Palestiniens. Sa rhétorique dure et sans précédent pourrait être interprétée par certains Palestiniens comme un « feu vert » pour un nouveau soulèvement.

David Horovitz publica avui a l’edició francesa de The Times of Israel aqueix article analitzant la reacció dels palestins al Pla Trump i a l’anunciada extensió de la sobirania israeliana a part de Judea i Samària: “Le jour où Abbas a décidé de rejeter Trump et de s’allier aux terroristes”. Anunciant “la unió” Fatah-Hamas a la TV oficial, el president de l’ANP ha fet una opció estratègica: cap perspectiva d’acord amb Israel, aliança amb Hamas.
