La nova ministra de Medi Ambient, Rural i Marí, Rosa Aguilar, s’ha quasi estrenat acudint a la Cimera de Cancún. La Unió Europea fa temps que va acordar que, passés el que passés amb els acords internacionals, arribaria al 2020 havent reduït un 20% de les seves emissions respecte del 1990. Ara bé, també va oferir-se a eixamplar aquest compromís fins al 30% si altres països que són grans emissors adoptaven compromisos seriosos en aquesta línia. Això no va aconseguir-se a Copenhaguen el desembre del 2009 i ara ha tornat a provar-se a Cancún, sense gaire èxit tampoc.
No obstant això, durant la setmana de negociacions, la delegació espanyola filtrava la determinació de la ministra perquè la Unió Europea fes igualment el pas d’assumir la reducció del 30% encara que no hi arrossegués altres països. No sé si esperava donar una imatge de compromís ecologista, però hi ha algunes dades que no quadren.
El protocol de Kyoto permetia que Espanya augmentés les seves emissions en un 15% respecte del 1990. Abans d’ensumar-se la crisi, el 2007, l’increment era de gairebé el 55% i el govern ja reconeixia que, posant-hi tots els esforços imaginables, difícilment baixaria del 37%, una desviació brutal. I és possible que aquest atenuat objectiu s’atenyi principalment per la caiguda d’activitat econòmica provocada per la forta recessió. Amb aquest full de serveis, quina autoritat moral té la representant de l’executiu espanyol per a reclamar res a la Unió Europea? O a la resta de països del món? Quin dia deixarem de ser diplomàtics i farem posar vermells a aquells que prometen i reclamen molt, però no compleixen gairebé res gairebé mai?
