El Quart Cinturó, o Autovia Orbital de Barcelona, va ser concebut ja fa 50 anys. És a dir, cal situar-se en el context dels anys 60 del segle passat, amb un urbanisme plenament immers en el desarrollisme i en el procés d’accés massiu de la ciutadania al vehicle privat.
Cal pensar que en aquell moment, fa mig segle, no es contemplaven ni tenien cap transcendència en les normatives els efectes adversos de la mobilitat basada en vehicles a motor, com ara l’ocupació indiscriminada del territori, la destrucció del medi natural, l’esgotament dels recursos energètics, la contaminació o els efectes sobre la salut pública.
Ara, però, hi ha prou evidència científica per considerar com un objectiu estratègic la preservació del territori i el medi ambient. I ens referim tant als espais naturals que constitueixen la riquesa del rodal com a la qualitat de l’aire i la lluita contra l’efecte hivernacle.
Efectivament els camps i boscos de Ca n’Argeleguet, Ca n’Ustrell, el Torrent de Colobres, Togores, Can Moragues, etc, són ara considerats espais fràgils que aporten valors naturals, culturals i socials al Vallès, i ens hem dotat d’instruments per protegir-los.
Avui dia està socialment assumit que no podem malmetre indiscriminadament el territori ni continuar apostant per infraestructures que afavoreixin l’esgotament accelerat dels combustibles fòssils i el canvi climàtic. Però, a més, sabem que una inversió com el Quart Cinturó seria d’escassa rendibilitat econòmica, perquè la seva construcció no resoldria ni les necessitats de mobilitat actuals i encara menys les de futur.
Es miri com es miri, el Quart Cinturó respon a un model obsolet i caduc. Ara cal invertir els escassos recursos disponibles en infraestructures eficients, que impulsin la mobilitat sostenible i que responguin a les necessitats de competitivitat i aquestes passen únicament pel ferrocarril. I quan més triguem a posar-nos-hi, més tard hi arribarem.
Sorprèn, doncs, que alguns sectors –entre els quals el PSC, el PP i CiU– continuïn entestats en reclamar el Quart Cinturó des d’una posició absolutament immobilista, que no té en compte el canvi de paradigma en la mobilitat, que ja fa difícilment justificable la duplicitat d’autovies, ni valora que el territori ha passat a ser un valor en ell mateix. Aquests partits continuen sense fer cas de molts experts que adverteixen que, o canviem el model o anem directament a l’autodestrucció.

Fa uns mesos el Ministeri va declarar caducat el procediment ambiental i, en conseqüència, s’arxiva l’expedient de l’estudi informatiu, de manera que caldria tornar a iniciar tota la tramitació del projecte.
Si volem garantir un futur per al territori, que compatibilitzi el manteniment dels valors socials, culturals i naturals amb el desenvolupament sostenible de les activitats econòmiques, no podem continuar optant de manera insensata per infraestructures que juguen en contra d’aquest futur.
