Monica Frassoni: candidata del Grup Verds/ALE a la Presidència del Parlament Europeu
Monica Frassoni, eurodiputada dels Verdi (Itàlia) i copresidenta del Grup dels Verds/ALE, ha enunciat avui la seva candidatura a presidir el Parlament Europeu. El Parlament Europeu acostuma a canviar de Presidència cada meitat de mandat (als dos anys i mig), termini que es compleix a finals de desembre. A partir d?aquest moment en Josep Borrell deixarà d?ocupar el càrrec de President i se n?ha d?escollir un altre. La candidatura de na Monica, que compta amb el suport unànim del Grup Verds/ALE, (segueix…)
forma part de la voluntat del nostre Grup de fer que el Parlament Europeu ocupi el seu veritable lloc en el procés polític europeu en un moment en què hi ha forts interessos per tal que aquest perdi influència i independència. El Consell exerceix una pressió creixent sobre els/les eurodiputats/des a fi i efecte que aquests/es acceptem compromisos a la baixa sobre qüestions clau, pràctica a la qual sembla haver-s?hi sumat la ?Gran Coalició? que formen els dos grans grups de la Cambra, PPE i PSE.
La decisió sobre la propera presidència del Parlament és simptomàtica d?aquest acord entre PPE i PSE, fortament inspirat, val a dir, en la Gran Coalició que governa en aquests moments Alemanya (recordem, a més a més, que els presidents dels dos grans grups són alemanys, Martin Schultz, pel PSE, i Hans Gert Poettering, pel PPE).
Tal i com ja he argumentat en altres ocasions, sóc dels qui desitja que el Parlament Europeu esdevingui un espai en què els debats tinguin lloc en una dimensió europea i supraestatal.
En efecte, el nostre Grup ha encapçalat no poques lluites en aquest sentit per tal que el PE esdevingui una veritable cambra legislativa (i no co-legislativa, com és ara) amb capacitat decissòria sobre tots els temes.
La candidatura de na Monica a la presidència del Parlament Europeu pretén reactivar aquest debat. Adjunto el manifest de la seva candidatura:

Building a Coalition for Change
A Parliament that counts:The European Parliament is a unique institution. It is the only supranational directly elected assembly with real law-making and budgetary powers. The European Parliament should be the place where decisions on European policies are prepared and taken openly on the basis of meaningful debate. MEPs, as the directly-elected representatives of EU citizens, should have a strong and independent voice in EU decision-making.
Far from fulfilling this ideal, the Parliament is increasingly losing its relevance in the EU policy process. MEPs are coming under more and more pressure to capitulate to the demands of specific national governments in crucial legislative decisions, undermining the Parliament’s role as an independent co-legislator. Under the mantra of ‘better regulation’, the role of the Parliament has been diluted, with the Council and Commission forcing through ‘compromises’ on confusing legislative texts that create greater legal uncertainty.
I want the European Parliament to really mean something; to play its role as an independent actor in the EU political process and in its relations with the Commission and Council. The Parliament should once more become the forum for real debate on key issues for Europe, for example on how to resolve the constitutional impasse.
A Coalition for Change:The internal politics of the Parliament has become stale, paralysed, as it is, by the ‘Grand Coalition’ between the two biggest groups. The decision on the EP’s Presidency, by which MEPs are expected to rubber stamp the back-door deal between the EPP and PSE, is symptomatic of this stifling arrangement. This has also had a damaging effect on the quality of law-making, with ‘grand compromises’ leading to fudged legislation.
With my candidacy I hope to provide a real alternative for politics in the European Parliament, reversing this paralysis by building a different coalition.
A more dynamic Parliament:The internal structures of the EP must be more dynamic, so it can better respond to urgent and actual events. There is a need to reduce the rigidity and bureaucratic procedures that prevent spontaneity and hamper meaningful debate. The Parliament must face up to its functional shortcomings and a good start would be launching a real debate on the seat of the EP. More than one million citizens have signed a petition on this issue and MEPs, as their representatives, must take a stand on this.
Environmental footprint: As a high-profile public institution, the European Parliament should set an example in terms of environmental protection and the fight against climate change. In terms of energy, this means both cutting down wastage and improving efficiency, and choosing renewable energy. We also need to address mobility and eliminate unnecessary travel. In addition, there is scope for further development of reuse and recycling ni this house.
Greater transparency:Lobbying is a valid part of the political process, but it must be open and transparent. Public confidence in politics and politicians will continue to be eroded if this is not the case. We already have safeguards and established practices in the European Parliament. The challenge now is to look at how these systems can be improved and in particular, how individuals and groups which lack the resources of big companies can be guaranteed fair access to Parliament.
Reaching out:The Parliament must actively support all citizens’ initiatives aimed at influencing EU policies and do much more to reach out to Europe’s citizens. The European Parliament belongs to the people first and foremost and we must look at new ways of engaging the public, whether through open public debates, greater use of new technology or otherwise.

Els verds alemanys els tinc un cert respecte ja que a Alemanya els politics no es fan politics per la cadira i el sou , o en qualsevol cas ho fan en un grau molt mes inferior que a Catalunya i Espanya.Es un cert respecte que ve dels temps en que a Terrassa – i ni jo ni la meva familia en som residents ja a Terrassa, afortunadament – organitzavem intercanvis des del consell de la joventut amb el Landesjugendring de Baden Wurtemberg. Recordo els mitjans amb que es dotava les entitats juvenils d’ aquell land i de les ciutats de la zona. Recordo la miseria del govern local de Manuel Royes. Recordo per cert el boicot de membres del PSOE – ICV al nostres projectes per cert. Tot per els calssics atacs de banyes i del tant classic a Catalunya: ni fer ni deixar fer. Els verds a casa nostra son com moltes altres coses una caricatura del que son a l’ Europa del nord. Un cas flagrant es el del regidor iniciatic a Terrassa Paco Morales, un administratiu del qual un cop, no pas sense rao, un regidor del PP qualifica d’ inepte. Iniciativa es nodreix de la bona fe d’ una part de l’electorat que senzillament no "s’ entera de la misa la mita"…
Que Iniciativa hagi abandonat les reivindicacions nacionals ho trobo comprensible tal com estan les coses en ple proces nacional de descomposicio.
Pero no trobo be l’ engany constant d’ aquest partit que no es altra cosa que un apendix del PSC. Es surrealista tot plegat ! Pero si sou els mateixos que us repartiu carrecs ! El sistema esta corrumput fins a la medula i no es representatiu de res ni de ningu. I vinga a fer el paperina a Strasbourg ! I qui ho paga tot aixo ???
I ningu no es capas ni d’ aconseguir el traspas de l’ aeroport, ni dels ports, ni mes finansament….quina basarda..aixo si..la cadira i el sou !
