Consell Europeu de Pesca: de nou un mar d’irresponsabilitat posa en risc el futur de les pesqueries
Dilluns Greenpeace va enmurallar la seu del Consell de la UE, a la Plaça Schuman (Brussel.les), per tal d’alertar de la situació dramàtica que està vivint la pesca degut, en part, a la mala gestió que n’estan fent les autoritats competents europees i estatals. El context era la reunió del Consell d’Agricultura i Pesca en la qual, entre d’altres coses, calia aprovar les quotes (TACs) de pesca per a 2008. Ahir de matinada els governs de la UE van arribar a un acord. Res de nou, malauradament. Els governs han signat unes quotes de pesca superiors fins i tot a les recomanacions de la Comissió, les quals ja eren molt llunyanes de les valoracions que tant organismes científics com diverses ONG consideraven raonables per tal de mantenir els estocs (Ana Carbajosa explica a El Pais els resultats en relació a l’Estat). De nou ha primat el curt termini, els interessos inmediats, així com la visió estreta, local, abans que no pas la responsabilitat global, ambiental i intergeneracional. les persones que viuen encara de la pesca ho puguin seguir fent cal, i perdoneu la obvietat, que hi hagi quelcom per pescar. I el problema és que estem deixant els mars secs. Secs i bruts, afegeixo. Quan vulguem adonar-nos-en, potser serà massa tard.
Resum de les principals conclusions del Consell:
The Council reached, by unanimity, a political agreement on a Regulation fixing for 2008 the fishing opportunities and associated conditions for certain fish stocks and groups of fish stocks applicable in Community waters and, for Community vessels, in waters where catch limitations are required.
The discussions leading to the agreement on the adoption of a TACs and quotas regulation to be applicable as from 1 January 2008, took place on the basis of a presidency compromise proposal endorsed by the Commission.The debate concentrated on the following elements contained in the agreement:
? 9 % cut in the fishing opportunities for cod in the West Atlantic and 18% cut in the Irish Sea and West Scotland compared to allocation of TACs in 2007. Other accompanying measures are included to substantially reduce discards and fishing effort.
? 41 % cut in by-catches of herring and 37 % cut in catches of blue whiting in the North Sea.
? 15 % cut in the TAC for North Sea sole and 8% cut for sole in the Bay of Biscay.
? Southern hake and Norway lobster in Iberian waters will be reduced by 5% together with a reduction of the fishing effort of 10%.
? The fishery for anchovy in the Bay of Biscay will remain closed pending a re-examination of stocks in Spring 2008.
Thanks to the success of recovery plans for Southern hake, the TAC for this stock will be increased by 15 %. The cod in the North Sea will see an increase of 11% accompanied by a reduction of 10% of days-at-sea.
