Bluefin tuna

New EU rules the bare minimum but fall short for saving Atlantic bluefin

The European Parliament today adopted new legislation, implementing internationally-agreed rules on bluefin tuna fishing (1). The Greens expressed regret that the legislation merely implements the international standards and fails to adopt more ambitious measures to truly tackle the critical status of this endangered iconic fish species. Speaking after the vote, Green MEP Raül Romeva, who shepherded the proposals through the parliament as its rapporteur/draftsperson, stated:

“The sorry state of bluefin tuna in the Atlantic and Mediterranean is well known and the EU, as the main fisher of the stock, must accept a large chunk of responsibility for driving bluefin to the brink. What has been adopted today represents the bare minimum and is no more than a minimalist implementation of the international ICCAT recovery plan. This falls far below what scientists believe is necessary to give the bluefin stock a fighting chance of recovery. In that sense, this represents a missed opportunity for the EU to take meaningful steps to prevent the demise of bluefin.

“If the EU wants to get serious about saving bluefin, this means closing areas to fishing – particularly during the breeding season – as well as adopting more stringent measures to close some of the loopholes, which exacerbate the over-exploitation of the stock. Tougher controls of the fleet and the related industry are also necessary to prevent illegal fishing and over-fishing.

“The EU will again have the opportunity to push for more stringent quotas and regulations, in line with the scientific recommendations, when ICCAT meets in November this year. If it is not too late already, there will not be many more chances to prevent the demise of bluefin.”

Atún Rojo: la nueva legislación europea es necesaria, aunque no suficiente.

El Parlamento Europeo ha adoptado hoy una nueva legislación, que implementa los acuerdos internacionales sobre la pesca del atún rojo(1). Los Verdes han lamentado que esta legislación simplemente implementa los estándares internacionales y no adopta medidas más ambiciosas para realmente afrontar el estado crítico de extinción de la especie.

Después del voto, Raül Romeva, europarlamentario de ICV y vicepresidente de Verdes/ALE, que lideró las propuestas del Parlamento como “rapporteur” ha comentado;

“El preocupante estado del atún rojo en el Atlántico y Mediterráneo es de sobras conocido, y la UE, como principal responsable de las capturas, debe    aceptar su gran parte de responsabilidad en la grave situación de la    especie. Lo adoptado hoy representa un mínimo, una implementación    minimalista del plan internacional de recuperación del ICCAT. El acuerdo    está por debajo de las recomendaciones de los científicos sobre la    posibilidad de recuperación del stock del atún rojo. En este sentido, representa una oportunidad perdida de la UE para iniciar pasos para prevenir    la desaparición del atún rojo.”

“Si la    UE quiere ser realmente creíble en la salvación del atún rojo, debería    cerrar áreas de pesca- particularmente durante la temporada de reproducción- y debería adoptar medidas mucho más ambiciosas para acabar con las lagunas    legales que permiten la sobre-explotación del stock. Son necesarios    controles más duros de las flotas y las industrias relacionadas que practican y alientan la pesca ilegal y la sobre-pesca.”

“La UE    tendrá otra oportunidad para empujar hacia cuotas y regulaciones más    restrictivas, siguiendo las recomendaciones de los científicos, cuando el    ICCAT se reúna en Noviembre este año. Eso si no es demasiado tarde. No queda ya mucho tiempo para parar la desaparición del atún rojo.”
