Raül Romeva i Rueda

Des que vaig començar a treballar al Parlament Europeu, el 2004, una de les activitats a les que he dedicat més energia i esforços de tota mena ha estat la qüestió del control de les exportacions d’armes (veure categoria Armes/Desarmament), ja sigui en relació a tipus específics d’armes (bombes de dispersió, armes lleugeres, mines antipersones, armes químiques o biològies, …) o en general en relació a millorar i enfortir els mecanismes europeus o internacionals de control. En el marc del 10è aniversari de l’adopció per part del Consell de la UE del Codi de Conducta sobre exportacions d’Armament, he organitzat avui un seminari per, precisament, avaluar aquests instrument, veure quines perspectives tenim sobre que la presidència francesa realment adopti la Posició Comuna que el convertiria en jurídicament vinculant, i sobre com la UE està participant (i liderant) el treball en el si del Grup d’Experts de NNUU en relació a la redacció d’un futur Tractat Internacional sobre Exportacions d’Armes (ATT). Nota de Premsa:

On the occasion of the 10th years anniversary of the EU Code of Conduct on Arms Exports, this Sunday June 8th, Raul Romeva i Rueda, European Parliament Rapporteur on Arms Exports makes the following statement: “this historical event is an enormous challenge for the EU to show its global role of leadership to make an end to irresponsible arms transfers to areas where they will fuel conflict or lead to even more human rights disrespect. As a first step should the incoming French EU Presidency take the lead to ensure as one of its first policy-acts, to make the long overdue EU Common Position on arms exports a legally binding instrument for all EU member states.”

“As a second step, once this has been done, it should be followed by massive EU support to the proposed global Arms Trade Treaty ATT). That treaty is one of most exciting and important developments in international peace and security in recent years and there is now tremendous momentum behind it. The seven EU Member states that sit on the ATT-UN Group of Governmental Experts must work as hard as possible in securing an effective treaty to be established within the shortest time period possible; with as many states on board as reasonably possible and without any significant loopholes. The example of the coming into being of the treaty to ban clustermunitions which was agreed last month in Dublin demonstrates that international treaties on convential disarmament no longer belong to the area of political utopia but are ready to be negotiated in the open on the basis of concrete proposals. As member of this European Parliament I take pride in its firm position on this issue and in the initiative to organise a roundtable meeting within the House in the afternoon of Monday 9 June for discussion on progress to date and steps that all EU states can take in the coming months.”

Résumé

Premier accord régional de contrôle des exportations d’armes, le Code de Conduite européen sur les exportations d’armements fête son 10ème anniversaire le 8 juin 2008.

Utile mais imparfait, le Code doit poursuivre son évolution et corriger ses faiblesses pour atteindre son objectif premier : empêcher toute exportation d’armements européens qui puisse nuire à la paix et compromettre la sécurité et le développement durable des pays importateurs.

Dix ans après son adoption, son bilan est mitigé et l’Union européenne rechigne toujours à transformer ce texte politique en une Position Commune, juridiquement contraignante.
