Pendents de la CIG

Per a qui vulgui seguir els esdevenirs de la Conferència Intergovernamental en què s’ha d’acordar el contingut del futur Tractat de la UE ho pot fer a través de la pàgina web del Consell, o directament a la de la CIG 2007. L’esborrany del Projecte de nou Tractat es pot consultar aquí. Els termes del mandat de la present CIG són aquests, i els riscos a tenir especialment en compte, un altre cop, passen per l’actitud d’alguns dels governs més reticents a fer avançar la UE, especialment el britànic i el polonès, però no només aquests. In the light of the outcome of the 2000 IGC which resulted in the Nice Treaty, the European Council decided at the end of 2001 to organise a Convention to look at how the Union could be made more democratic, transparent and efficient.  This Convention, which met between March 2002 and July 2003, drew up a Treaty establishing a Constitution for Europe which was intended to replace the existing treaties.  It was subsequently submitted to an IGC and was agreed, slightly amended, in June 2004, and signed in October the same year.

 

The problems encountered in 2005 during the process of ratifying the Constitutional Treaty led the Union to engage in a process of reflection on future reform.  This resulted in June 2006 in an invitation from the European Council to the future German Presidency to prepare a report on the way forward.

 

This report, together with the work undertaken by the German Presidency, allowed the European Council at its meeting on 21-22 June 2007 to agree on the convening of an IGC in order to draw up a "Reform Treaty" amending the existing treaties with a view to enhancing the efficiency and democratic legitimacy of the enlarged Union, as well as the coherence of its external action.  The IGC will carry out its work in accordance with the detailed mandate agreed by the European Council.

 

The IGC is due to complete its work as quickly as possible, and in any case before the end of 2007, so as to allow for sufficient time to ratify the resulting Treaty before the European Parliament elections in June 2009.  As agreed by the European Council, the Portuguese Presidency will draw up a draft Treaty text in line with the terms of the mandate and will submit this to the IGC as soon as it opens.

 

The IGC will be conducted under the overall responsibility of the Heads of State or Government, assisted by the members of the General Affairs and External Relations Council. A representative of the Commission will participate in the Conference. The European Parliament will be closely associated with and involved in the work of the Conference with three representatives. The General Secretariat of the Council will provide the secretariat support for the Conference.
