Dos temes de Medi Ambient: pesca il.legal i normes per a la gestió de residus
Enmig del soroll provocat per l’Informe Fava sobre la CIA, hi ha hagut d’altres mesures debatudes i votades a Estrasburg que han passat una mica més desaparecbudes, però que no per això deixen de ser importants. En concret ahir vàrem votar una proposta legislativa sobre la gestió de residus en l’àmbit de la UE, i avui hem debatut un informe de la col.lega Marie Helène Aubert (verds francesos) relatiu a la pesca il.legal, no declarada i no reglamentada, el qual votarem demà. EU waste rules: EP rejects green ‘re-branding’ of incineration
Following today’s vote by the European Parliament on revising the EU’s waste rules (waste framework directive) (1), Greens/EFA MEP Jill Evans (Plaid Cymru) said:"Today’s vote by the EP underlines that reduction, reuse and recycling must be the priorities guiding our approach to waste (2). The root of the waste problem is clearly ever-increasing waste generation: the average European is responsible for 534 kilos of household waste per year. We welcome the call by MEPs for the stabilisation of the levels of waste generation by 2012, based on 2008 levels. Reducing our waste must be the ultimate goal but it is crucial that we start to stem the amount of waste we generate.
"The decision by MEPs to reject the reclassification of incineration is an important step for the environment (3). Re-branding incineration as a means of recovery rather than waste disposal could create the impression that burning our rubbish is environmentally-friendly, which it clearly is not. All waste that can be reused or recycled should be and MEPs have underlined that this must be the focus of waste management in the EU. We clearly need strict standards to ensure the utmost efficiency of those incinerators that do exist but incineration must only be considered as one of the last options for disposing of the remaining waste."

(1) The EP report (Jackson) on the revision of the waste framework directive was adopted by the European Parliament today with 647 votes in favour, 21 against and 19 abstentions.
(2) The report introduces a five-step waste hierarchy with the waste reduction, reuse and recycling being the three priorities for waste management in that order.
(3) Some amendments had been tabled to the report adopted by the Environment Committee in November in an attempt to reclassify incineration as a form of recovery, rather than waste disposal, however the EP rejected these attempts at a greener re-branding of incineration.
Pel què fa a la pesca il.legal, adjunto la meva intervenció per al debat en plenària que té lloc aquest vespre:
La pesca ilegal, no declarada y no reglamentada no sólo supone un enorme e irrecuperable coste ambiental, sino que afecta también a amplios sectores sociales que viven de la pesca y que esperan que las siguientes generaciones puedan seguir viviendo de ella.
En este sentido, la Unión Europea y los Estados miembro deben asumir en este ámbito un doble papel: como ejemplo, primero, y como líder a escala mundial de la lucha contra la pesca ilegal.
Es decir, la UE sólo será creíble si adopta primero las medidas necesarias para perseguir y acabar con la pesca ilegal, no declarada y no reglamentada.
Pero al mismo tiempo, es necesario que la UE y los Estados miembro usen los canales existentes en los acuerdos de Pesca o en la cooperación con terceros países para promover y asegurar que se cumpla el Plan de acción Internacional contra la pesca ilegal.
Así mismo, teniendo en cuenta que uno de los principales problemas con los que nos enfrentamos es que a menudo no es posible saber si la carga de un barco procede de pesca legal o no, es cada vez más urgente contar con mecanismos de trazabilidad del pescado.
En este sentido, creo que es importante recordar que ya en diciembre pasado adoptamos en esta Cámara una Resolución relativa al etiquetado ecológico con una serie de propuestas que, de aplicarse, serían de gran ayuda para identificar los productos de la pesca ilegal, no declarada y no reglamentada, y para impedir asimismo su entrada en el mercado comunitario.
Por ello, me sumo a las peticiones hechas a la Comisión para que presente su propuesta de etiquetado ecológico para junio de 2007.
