Darfur (Sudan) i l’embargament d’armes

En el marc de la preocupant situació a Darfur ens arriben noticies que tenen a veure amb la vulneració de l’embargament d’armes per part d’empreses europees (casualment aquest va ser el tema de la meva primera intervenció en plenària, ja l’any 2004). Aquest fet ha motivat que hagi fet les següents preguntes al Consell: According to the Interim Report of the Panel of Experts established pursuant to UNSC resolution 1591 (2005) concerning the Sudan, submitted pursuant to resolution 1713 (2006), violations of the partial UN arms embargo on Darfur, and also the all encompassing EU arms embargo on Sudan as a whole, continue and that heavy weapons (artillery-pieces), small arms, ammunition and other military equipment are entering the region via neighbouring countries and from Sudan. The report states that the Sudanese government is flying in military materials by painting Sudanese military cargo planes and helicopters white to disguise them as United Nations, African Union or humanitarian organisation aircraft. In addition, UK and US based private air charter companies (i.a. Dallex Trade) are alledgedly being used to supply arms and ammunition to the Darfur rebel forces and machineguns  (seen installed on white painted Land Rovers) and ammunition to the Sudanese police forces in Darfur.

1) What are the EU and Member States undertaking to prevent any further violation of the EU arms embargo on Darfur?

2) What are the EU and Member States undertaking to expand the UN arms embargo on Darfur to cover Sudan as a whole? Are there any efforts underway to include an embargo on dual-use goods and services?

3) What are the EU and the member states undertaking to stop the Sudanese government?s further use of white transport planes, helicopters and other vehicles for the illegal and unauthorised transportation of arms and military equipment into Darfur?

4) What investigations are currently underway against the brokers and carrier companies registered in the EU that are allegedly involved in transporting arms and ammunition to the region? Are there any efforts underway to ban these companies from further humanitarian or other transportation contracts?

5) What is the Council doing to regulate, monitor and systematically collect data on the transportation and transit of weapons from European producers, transporters, to third-party end-users? Are there any plans to prosecute those  found to be contravening UN and EU Sanctions, EU Code of Conduct and European End-use/user certification in this case?

 6) What measures are being undertaken to ensure that the AMIS authorities take up in full their responsibility to control the flow of arms entering the region?

7) What are the EU and and Member States doing to convince both Russia and China to stop supplying arms to the Sudanese government?
