El Parlament es planta (finalment) per un tema pressupostari davant el Consell i la Comissió #EMFF #FEMP #EUreload #EUdemocracyrevolution

Un exemplar cop d?efecte en defensa de la democràcia europea. Així és com s?ha d?interpretar la plantada que la delegació del Parlament, encapçalada per Alain Cadec (PPE), i composta per Guido Milana (S&D), Nils Torvalds (ALDE), jo mateix (Verds)
i Julie Girling (ECR), ens hem obligat a fer avui a la Comissió Europea i la presidència Lituana del Consell durant les negociacions del Fons Europeu Marítim i de la Pesca (EMFF, segons les sigles en anglès).

La xifra en joc no és poca cosa (6.500 milions d?euros pel període 2014-2020) igual com els objectius de la partida (fer creïble l?ambiciosa nova Política Comuna de la Pesca consolidant el canvi de rumb d?una activitat que, si no canvia radicalment, condemnarà de manera irreversible els nostres mars i oceans, conseqüentment, totes les societats que, d?una manera o una altra, en depenem).

Segurament hi ha qui malgrat tot pensi que aquest no és un tema tan important com per dedicar-hi temps i energia ¿a qui li importen quatre peixots? Deuen pensar.

Fa temps que batallo contra aquesta incomprensió i falta de consciència individual i col·lectiva (que per sort no és universal). I és que només cal fer una mica de prospectiva per canviar el punt de vista.

Un exemple: si les coses segueixen com fins ara, l?any 2049 el 80% del estocs d?interès pesquer de la Mediterrània hauran col·lapsat. Davant d?aquesta evidència, crec que qualsevol persona amb una mínima consciència ecologista, social i universalista s?hauria de sentir concernida. Jo, almenys, m?hi sento, i no només per convicció democràtica i ecològica, sinó sobretot per responsabilitat intergeneracional.

El mandat que just estem a punt de concloure (2009-2014) era el de la Reforma de la Política Pesquera. I val a dir que, gràcies a la feina feta, per primera vegada la nova PPC apunta, sense ser perfecta, cap a un canvi de rumb significatiu.

El paquet financer era la darrera de les tasques que calia acomplir per concretar-la i fer-la efectiva. Tal i com he explicat en altres moments i contextos, la Unió Europea es juga la seva credibilitat, entre d?altres, en la dimensió pressupostària, i més concretament en forma de Marc Financer Plurianual (diga?m on poses els diners, i et diré qui realment ets).

Després de mesos de negociacions, aquest matí, a les 8.00, engegàvem la que semblava que havia de ser la darrera tanda de converses entre el Parlament, la presidència (Lituana) del Consell i la Comissió. Sabíem que seria una jornada llarga. Teníem les agendes bloquejades i la sala reservada fins a les 4.00 de la matinada de demà divendres. Veníem mentalitzats a rematar la feina i deixar-la enllestida abans del canvi de presidència (l?1 de gener comença la grega).

A primera hora de la tarda, però, ha saltat la sorpresa. En un gest clarament premeditat, i executat de manera més aviat galdosa, la Comissió i la Presidència del Consell han escenificat allò que només es pot qualificar de xantatge democràtic.

En resum la història és com segueix: Amb no poques dificultats, havíem arribat a un principi d?acord entre el Parlament i la Presidència en relació al repartiment del pressupost, consistent a incrementar substancialment les partides destinades a accions de Control i Recollida de Dades (és a dir, Ciència).

La Comissió Europea no estava del tot satisfeta perquè, en part, aquest increment suposava una pessigada important en la línia de gestió directa dels fons (la que no és compartida amb els Estats). Els governs, per la seva banda, que volien molts menys diners per a control i ciència, han vist en les reticències de la Comissió una oportunitat per defensar l?indefensable: més finançament per a canvi de motors, inclòs arrossegament, i compensació per a no renovació d?acords de Pesca, entre d?altres. Topaven així amb la línia roja que havíem definit des de l?inici el Parlament (que recordo que és l?única institució elegida directament per la ciutadania, i per tant els representants legítims dels interessos dels ciutadans i ciutadanes europees).

Així doncs, la Comissió ha advertit que s?hi oposava, i que votaria en contra, la qual cosa implicava que el Consell només podia fer passar l?acord si l?acceptava per unanimitat. I la unanimitat, tal i com ha recordat la Presidència, implicava una renúncia espectacular en els principis defensats per part del Parlament en relació al canvi de política pesquera, sobretot en tot allò que té a veure amb la promoció de la sostenibilitat i la reducció de capacitat.

Tot estava, doncs, en mans de la delegació parlamentària. N?hi ha hagut prou amb una mirada creuada entre nosaltres per entendre que allò no tenia recorregut. Ens hem aixecat i el ponent del dossier, Alain Cadec, ha donat per formalment acabada la negociació. Seguidament hi ha hagut encara un intent per part de la Comissió i la Presidència de revisar la proposta. Massa tard, i massa pobra.

La sorpresa dels nostres interlocutors feia evident que no s?esperaven que passés el que mai fins ara havia passat: que una delegació del Parlament es plantés en nom del respecte al mandat democràtic atorgat per la ciutadania. En altres paraules, confiaven que claudicaríem, tal i com tantes altres vegades abans el Parlament ha fet (i he lamentat).

Més enllà de la batalla específica en relació al Fons de la Pesca, o de la importància de preservar un Bé Comú manifestament deteriorat, per tant, el gest d?avui s?ha d?entendre com una revolta democràtica, un clam a fer valer els principis de representació ciutadana per sobre dels interessos governamentals o burocràtics.

El projecte europeu està en crisi perquè no té ja credibilitat democràtica. Avui hem trencat una llança en favor de la reactivació del projecte democràtic europeu.

Aquest gest tindrà conseqüències, sens dubte.

Sovint he criticat en aquesta bitàcola la manca de valor, i de valors, que caracteritza el Parlament Europeu, massa presoner d?una retòrica grandiloqüent que no es correspon amb la creixent desafecció ciutadana. Avui, en canvi, he de dir que hem sento orgullós d?haver format part de la primera delegació que ha tingut el coratge d?enfrontar-se als governs i la Comissió en nom d?un principi democràtic en un tema tan delicat i important com el pressupost.

El tema, de ben segur, no s?acabarà aquí, ni així. Per la correlació de forces definitivament ha canviat, en favor de la democràcia.

Benvinguts i benvingudes al que espero que sigui un canvi d?era, i d?actituds.

FISH dares to do what the Parliament did not – we broke negotiations on the fisheries fund

 

Dear colleagues,

This afternoon, the negotiations in trilogue over the fisheries fund (EMFF) broke down. The EP delegation walked out, after the COM and CSL refused to accept an allocation of funding that the EP and CSL had agreed a few hours earlier.  

Whereas in the EFF negotiations, the EP gave in to all manner of pressure from the CSL, when it came to the fisheries fund, the FISH delegation refused to back down and so we walked out of the negotiations. The CSL and COM assumed we would agree with them and they badly miscalculated. Negotiations may, or may not, resume under the Greek Presidency. The final comment from the Presidency was that a deal would be done by the next Parliament…. We Greens, as well as all other groups prsent (S&D, ALDE, ECR) fully supported this action, and accompanied the rapporteur, A Cadec (FR, EPP), to leave the room.

Ok, for the details. 

We have had a series of negotiations over the EMFF ? European Maritime and Fisheries Fund ? over the past two months. Many points of conflict have been resolved, but significant differences remained. Today began with shadows at 8h00 and was to continue, alternating shadows / trilogue / break until a deal was done (interpreters were foreseen until 4h00 Friday morning. The main issues remaining this morning were:

a) the allocation of the money among the different types of activity to be funded

b) the “delivery systems”, the ability of the COM to verify that the MS are spending the ?? appropriately (a number of delegated acts were involved here)

c) a figure for the reduction in power of a fishing vessel if its engine is to be replaced with public funding (EP wanted 30% reduction, CSL wanted 20%)

In the morning session, we agreed, with CSL, on the following allocation of ?? in the EMFF:

1.       sustainable development of fisheries – ?4.385 million

2.       control of fisheries activities – ?600 million

3.       data collection – ?550

4.       help for ultra-peripheral regions – ?192 million

5.       storage (public funds for putting fish in the refrigerator until a better price is available, stupid of course, but…) – ?45 million

6.       integrated maritime policy under shared management – ?77 million

A fundamental demand of the EP had been to increase significantly the amount of money for both control and surveillance of fisheries activities (point 2), and the collection fo data (point 3). These had been important from the beginning and were among the major achievements of the Greens in the plenary vote in October. On the other hand, it was the CSL who insisted on the figure for sustainable development of fisheries (point 1) as well as for UPRs (point 4) and storage aid (point 5). So, in order to balance the books, we had to cut into the amount available for direct management by the COM (fisheries agreements, various other things including some on control, maritime policy, etc). Before the noon break, we had a deal, with both EP and CSL agreeing on the above figures. The figure for direct management was in the neighbourhood of ?540 million.

After the noon break and a shadows’ meeting to consolidate the EP’s position on other points, we re-convened at 16h00. Cadec read out the figures above, one last time to make sure.

And then the COM / CSL theatre began.

First, the Presidency said they agreed “in principle”. When Cadec asked what that meant, they said the CSL could accept “depending on how the other contentious items were resolved”. The Presidency then added that the COM wanted the floor.

The COM then said that the COM wanted to find the extra money for control (point 2) and data collection (point 3) from both sustainable development of fisheries (point 1) and direct management by the COM. Since this was an important principle for them, the COM could not accept the budget distribution, so the CSL would have to have unanimity.

So, back to the Presidency, who said that the CSL could only have unanimity if the EP accepted a number of other demands, including the CSL positions on delivery systems and engine power mentioned above, plus at least one item that had already been agreed in an earlier trilogue that the CSL didn’t like.

It was so clearly a pre-planned dance…..

At that point that the EP delegation walked out.

So the 5 groups in the meeting put out a joint press statement (attached) and Cadec will have a press conference tomorrow at 10h00.

In our view, the COM did not expect us to walk out. In previous negotiations on fisheries issues, including a number of items in the trilogues for the basic regulation (the reform of the CFP), the EP eventually gave in to the CSL if they refused to budge. So they, and the CSL, simply assumed that we would do so again. They did not expect the EP delegation to unanimously walk out. And to stay walked out.

It was clear that the COM / CSL partnership had assumed that we, the EP would roll over. So, in our view, this refusal of the FISH delegation to accept the budget allocation that the COM and CSL together tried to force down our throat was a necessary step. We have reaffirmed, in the strongest possible terms, the right of the EP to make itself felt in negotiations. As we put in the subject line, in the fisheries file, the EP ? with an EPP rapporteur! ? dared to do what the EP was not able to summon the courage to do in the EFF.

What happens next?

In early january, the FISH team will meet to draft a motion for resolution to put before the pleanry listing all of the EP’s demands. Raul and I shall insist that as many Green wishes are included as possible, of course. Then we intend to vote the legislative resolution which will lock in the EP amendments. Then, it is up to the CSL to decide when they wish to come back to the table.
