Pendents de Poznán i de si la UE fa els deures en el tema de les renovables

La Conferència sobre Canvi Climàtic de Poznán(UNFCCC) suposa una nova oportunitat per tal de posar en comú els avenços que han tingut lloc durant el 2008 i per planificar les accions que cal emprendre el 2009, la reunió, que malgrat que fa dies que ha començat, entra avui en la seva fase més crítica (és ara que entren en joc els equips negociadors de les Parts Signatàries), i que durarà fins el proper 12 de desembre, ha de servir per establir les bases de l’Acord que tocarà concretar d’aquí a un any, a Copenague. En aquest context, i paral.lelament, ha tingut lloc les darreres setmanes un important debat legislatiu a escala de la UE en relació a les energies renovables (Directiva sobre Renovables) que ha conclòs amb un important acord de darrera hora en el marc del ‘triàleg’ Consell-Comissió-Parlament Europeu. Renewables directive

EU agrees ambitious rules to put renewables at top of energy mix


The EU has reached agreement on new rules on ensuring renewables account for 20% of EU energy by 2020. A deal was clinched at a final “trialogue” negotiation session this morning between the European Parliament, Council and Commission. Commenting on the deal, European Parliament draftsman and negotiator, Green MEP Claude Turmes said:


“This deal on new renewables rules is a source of encouragement at the beginning of the week in which EU leaders will meet to decide on whether the EU keeps it leadership and credibility on climate policies.


“The legislation on renewable energy is a central plank of the EU’s climate package. An ambitious drive for renewables in all 27 member states will also significantly reduce EU’s dependency on traditional energy imports, putting renewables at the top of Europe’s energy mix and creating up to 2 million new jobs in the EU alone. It will ensure EU leadership in forward-looking green technologies.


“The European Parliament was to the fore in ensuring these new rules will be effective and verifiable. Member states will have binding national targets and have to clearly set out how they will meet those targets through detailed national action plans. The EU Commission will have full power to monitor these plans and launch infringement procedures against member states not implementing the directive. We succeeded in ensuring that existing national support schemes will be untouched and that a review in 2014 will touch neither the targets, nor the national support schemes. Other major gains, introduced by the EP, include better access for renewables to the gas and electricity grid, speedier authorisation for investments in renewables and obligations to expand renewables into the building sector.


“The agreement on renewables in transport, which includes biofuels, obviously leaves mixed feelings. On the positive side, I convinced the Council and Commission to accept the important principle of indirect land use changes (1). We have also reduced the contribution of agrofuels to the 10% target for renewables in transport by giving special bonuses to electric cars (powered by renewables) and non-food/feed second generation biofuels. Unfortunately, despite mounting scientific evidence on the dangers of biofuels, we were unable to completely revise this wrong-headed target. However, the Greens will continue to fight against unsustainable biofuels and prepare the political ground for the planned 2014 review on agrofuels.”


(1) The European Commission will have to come forward with proposals in 2010 to limit indirect land use change: the indirect impact (on other land) caused by the diversion of the use of land to produce biofuels.
