
Ahir vàrem participar, juntament amb d'altres diputats i diputades al Parlament Europeu (Ulrike Lunacek, Raul Romeva, Jean Lambert, Franziska Brantant, i Michael Cashman, entre d'altres) en una concentració davant l'Ambaixada de Lituània, a Brussel.les, per protestar per la proposta de llei que ha impulsat el Parlament d'aquell país i que està pendent, només, de la signatura del President. Segons el text legislatiu, que és de fet una esmena a la 'Llei sobre Protecció de Menors Contra els Efectes Nocius de la Informació Pública', quedarà prohibit proporcionar qualsevol informació a les escoles relatives a l'homosexualitat i bisexualitat ja que, segons diuen, 'pot afectar negativament el procés de creixement dels nens i nenes'. En resposta a aquesta proposta de llei, que clarament vulnera els principis més bàsics de no discriminació i de dret a l'educacióp establerts en els Tractats de la UE, des del Parlament Europeu ens hem organitzat per respondre-hi a través de l'enviament de diverses cartes de protesta al Presidents de la Comissió, Durao Barroso, del Consell, Mirek Topolanek i del Govern Lituà, Valdas Adamkus, posant de manifest la nostra preocuació, i advertint que aquesta mena d'iniciatives toparan amb la més ferma oposició de moltes i molts de nosaltres. This law presents the catalogue of the harmful information to which minors should not have access in art 4: "Public Information That Causes Detrimental Effect to the Development of Minors" eg.: scenes of killing (in TV) etc... the new amendment added the information that "that agitate for homosexual, bisexual and polygamous relations"
Currently the law is awaiting for the signature of the President of Lithuania.
This amendment violates:
* the right to freedom of expression (ECHR, art. 10; Charter, art.11 ), including the right to seek, receive and impart information by making it illegal for anybody to distribute information on or publicly portray homosexuality, through any medium to which children might have access
* the right to education (ECHR Protocol No.1, art. 2; Charter, art. 21) by institutionalizing discrimination in Lithuania's school system, which may have the effect of depriving children and adolescents of their right to education and by risking isolating children who are already amongst the most at risk of violence at school or within the family
* the right to non-discrimination (ECHR, art.14; Charter, art.21) by treating information on homosexuality and bisexuality differently from heterosexuality and by stigmatising LGB people .

Tomorrow night (23.06) at 7.40 pm the Lithuanian Parliament (Seimas) will start the first reading of the proposed legislative change to the Administrative Law and Criminal Code.
Member of the Lithuanian Parliament P. Gražulis proposed to amend the Administrative law with the Article 21430 which states: “agitation or sponsorship of agitation for homosexuality in public space is punishable by a fine of 1 000 to 5 000 litas”
The Department for European Law under the Ministry of Justice has issued a statement (conclusion) which is mandatory for all parliamentary members who move any of the amendments. It says: “...it should be noted that there are no remarks or proposals to the latter amendment on Administrative Law regarding its compliance with the European Union legislation.”
Mr. P. Gražulis also proposed an amendment to the Criminal Code of Lithuania which states:
“to amend the Penal code with Article 3101 as follows:
Article 3101 Agitation for homosexual relations in public space:
1. A person, who agitates for homosexual relationship in public space, commits a criminal act which is punishable by community service or fine, or arrest.
2. The legal person shall also be held liable for the acts provided for by this Article.”
The most horrifying fact is that The Department for European Law under the Ministry of Justice in its statement says: “...it should be noted that there are no remarks or proposals to the latter amendment on Criminal Code regarding to its compliance with European Union legislation. Furthermore, it should be discussed whether a criminal act of such nature should have a more severe punishment envisaged in the Criminal Code…”

No creus que els votants d'EUiA que ens haviem llegit l'acord entre ICV, IU i EUiA ens mereixem una explicacio (un post, per exemple) sobre per que els dos diputats de la coalicio electoral no formeu part del mateix grup, tal com s'havia acordat?
