L'ÈTICA REPUBLICANA I EL CONGRÉS DE BARCELONA

En política, no ets res si no ho ets des d'una convicció ètica. Per a un republicà, la política és, abans que res, ètica: tant personal com col·lectiva. Aquesta setmana, ERC-Barcelona podria donar un exemple de com l'ètica, tan la personal com la col·lectiva, és el millor instrument que té una organització política per recuperar la il·lusió. Una oportunitat que no podem deixar passar de llarg...



Habitualment, fem servir la paraula "ètica", en política, com un sinònim d'honradesa personal. Per entendre'ns, com un sinònim de no posar la mà a la caixa, de no acceptar suborns o de no aprofitar-se dels diners públics en benefici personal. I no es tracta d'això. Almenys, no només d'això.

L'ètica del polític ha de tenir, òbviament, una component personal prèvia què és l'honradesa. També n'ha de tenir una segona component, què és la coherència entre allò que diu i allò que fa, sempre en el benentés que allò que diu no és sempre tot el que desitja, sinó el que proposa i el que el compromet.

Però, des d'un punt de vista republicà, cal un pas més enllà. Els republicans i les republicanes defensem que l'espai comú, l'espai ciutadà, - la res publica que dirien els clàssics-, sigui "propietat" de tota la ciutadania, en igualtat de drets i d'obligacions i que aquesta ciutadania sigui la que decideixi democràticament la forma de govern d'aquest espai públic. També defensem que, a diferència del liberalisme, per a fer efectiva aquesta igualtat de drets i de deures, l'estat ha de garantir unes opcions efectives iguals per a tothom, unes condicions materials i socials que permetin a qualsevol persona, amb independència del seu orígen social i del seu nivell econòmic, accedir en igualtat d'oportunitats a l'exercici dels drets i dels deures ciutadans. En el fons, és el vell lema republicà: llibertat, igualtat i fraternitat.

L'ètica republicana fa un pas més enllà, una síntesi que supera les limitacions del capteniment polític del liberalisme o del socialisme. Mentre que el liberalisme posa per endavant l'individu a la societat i el socialisme, prioritza el bé social a la llibertat individual, l'ètica republicana es fonamenta en l'individu que, lliurement, posa per davant el be col·lectiu per sobre del bé individual. I aquesta actitud no només emana d'una espècie de "manament" moral. Emana del convenciment que, quan l'individu, el partit o la societat sencera actuen d'acord amb aquesta actitud ètica, és a dir, quan posen lliurement per davant el be del col·lectiu per sobre del benefici "individual" (d'una persona, d'un sector, d'un partit, d'una classe social), és aleshores que les coses funcionen bé, quan el partit, la societat, el país, pot progressar i assolir noves fites de prosperitat i de llibertat.

Aquesta setmana, la Federació de Barcelona encara l'elecció de la seva Presidència per sufragi universal i la celebració del seu 38è Congrés Regional. Aquesta setmana, tenim l'ocasió de posar en pràctica l'ètica republicana, -en el sentit que he intentat manifestar en els paràgrafs anteriors-, i aconseguir posar el bé comú del partit per sobre dels interessos partidistes, de sector o de subsector, per sobre dels interessos i ambicions personals. Aquest divendres, es van proclamar en ferm 4 candidatures a la Presidència, una d'elles, la que presenta Oriol Amorós, amb el 50% del total d'avals presentats. Oriol Amorós ha fet una oferta pública a la resta de candidatures a afegir-se a la seva, respectant la representativitat dels avals obtinguts en els 20 dies de precampanya, oferta que encara ha de ser contestada pels altres tres candidats: Xavier Florensa, Rut Carandell i Jordi Eduardo. Estic convençut que tots i totes s'estimen tant el partit, les sigles i el projecte republicà i independentista com jo mateix o qualsevol dels militants d'ERC a Barcelona. I estic convençut que sabran valorar l'oportunitat que tenim tots plegats d'aprendre dels errors, -tant els del passat com els del present-, i aconseguir a Barcelona allò que no vam saber fer, -entre tots i totes, cal dir-ho-, en el passat Congrés Nacional, és a dir, refer la unitat del partit des del respecte a la pluralitat interna. Estic convençut que no deixaran passar l'oportunitat de transformar una setmana de confrontació en una setmana de projecció positiva davant la societat.

Barcelona, capital dels Països Catalans, capital de Catalunya, ha de ser la punta de llança de l'independentisme i ha d'exercir un paper capital dins el partit. Ara tenim l'ocasió, des de Barcelona, de superar les ferides del 25è Congrés Nacional, d'enfortir el partit i el projecte del republicanisme independentista, de tornar a connectar amb la il·lusió del nostre electorat. Ara tenim l'ocasió, des de la cohesió, d'estirar tots junts en la mateixa direcció, la de fer forta Esquerra Republicana de Catalunya a la capital del país, i aconseguir que sigui decisiva en el canvi polític que tindrà lloc a Barcelona el 2011.
