Avui m'he absentat unes tres hores de la feina, però tranquils: tenia permís dels meus caps. La raó ha estat assistir a la Sessió de presentació del Pla pilot de teletreball a l'Administració de la Generalitat (programa). L'acte ha tingut lloc a la seu de l'Escola d'Administració Pública de Catalunya (EAPC).
El motiu pel qual he assistit si sovintegeu aquest bloc ja el deveu conèixer (068 Teletreball i conciliació familiar, 143 Pla estratègic sobre usos i gestió dels temps i 166 Vacances estratègiques). A l'entrada 068 vaig adjuntar un estudi-proposta que fa un any vaig presentar als responsables del meu centre de treball: bones paraules... però "ara no toca"!
Avui en la presentació han intervingut la secretària de Funció Pública i Modernització de l'Administració (la política), la directora general de Funció Pública (la tecnòcrata), i la subdirectora general de Polítiques Socials, Prevenció i Salut Laboral (la tècnica empàtica).
El Pla començarà a finals d'octubre, tindrà una durada de 6 mesos, serà a temps parcial (1 o 2 dies a la setmana) i se seleccionaran uns 90 treballadors i treballadores de tots els departaments (llur participació serà de caràcter voluntari i reversible).
La sala era plena de gom a gom (més de 150 assistents) i l'auditori format (en desconec les proporcions) per responsables de gestió de Recursos Humans (oi que sona malament?), i empleades i empleats amb interès per teletreballar.
Després de l'exposició del Pla per part de la subdirectora s'ha encetat un torn de preguntes que ha accentuat la meva impressió: el Pla s'ha dissenyat i es vol tirar endavant a correcuita per vés a saber quines raons. Ho he vist molt verd: no contempla el treball amb aplicatius corporatius (només ofimàtica), només podran optar-hi els treballadors que disposin d'equip informàtic i de línia ADSL o cable (no hi ha cessió o prèstec d'equips, no es contempla el manteniment o l'assistència tècnica), no es preveu l'adequació ergonòmica del nou punt de treball...
Malgrat que s'ha admès que era un inici modest, l'objectiu final es considera ambiciós: el model català de teletreball (tatxan!); per la qual cosa m'ha sobtat el nivell jeràrquic de les ponents, l'absència del conseller, fins i tot la del secretari general, i la no presència dels mitjans de comunicació.

Quant al meu conegut interès en teletreballar, com que el torn de paraules ha estat breu no he pogut intervenir; en acabar l'acte he anat a parlar amb la subdirectora i li he exposat la meva predisposició i la meva vinculació laboral, però m'ha contestat allò que em temia: al Pla pilot només hi pot accedir el personal dels diferents departaments de la Generalitat (l'Administració tetraprovincial strictu sensu): no inclou els treballadors i treballadores de les empreses públiques i, no ho ha dit ella, els estatutaris de les instititucions sanitàries (treballadores i treballadors dels hospitals i de la Primària de l'Institut Català de la Salut -vegeu 191 Immobilitat) som poc menys que marcians en l'àmbit de les administracions públiques.
Com ha comentat la directora general de Funció Pública cal esperar que tiri endavant l'avantprojecte de Llei de Mesures d'Ocupació Pública (encara pendent de discutir amb els agents socials -els sindicats, volia dir) un dels eixos principals de la qual serà la conciliació, i un dels instruments per regular-la el teletreball. Llei que quan s'aprovi serà d'aplicació al personal de totes les administracions públiques catalanes: Generalitat (en sentit ampli, incloent les empreses públiques i d'altres males herbes), les administracions locals i les universitats.
Aleshores, almenys en l'organització concreta on estic enquadrat, l'ICS, se n'haurà de fer un desplegament normatiu. O sigui que la cosa va per llarg...
